The pdf shows my settings and that AC charging is disabled. Why is this happening? I have an 18 KPV inverter and 2 - 280Ah indoor wall-mount batteries.

There could be a high current load or loads that are contributing to the problem and the inverter (or batteries) are being overloaded. I would suggest looking at the data monitor. In specific, the AC side PLoad and the battery Discharge power. Do you know the total power (loads total) that can be pulled on the backed up circuits being powered? Also remember that the updates on these data monitoring are only updated at around 2 to 3 minuets. So if something were to pull too much current for a small instant, the monitor alone may not catch or show it. Could the battery BMS discharge limits be set too low? How many batteries do you have and are their limits set the same?

Although not a lot of information, this will help determine at a glance where your power is going and maybe point to where to go from there.

Are there any blinking lights? 
How many solid lights are there?

There is a button located at the bottom of the dongle, you can hold that for about 5-6 seconds to reboot the dongle.
