Neet help with a net metering setup in Vermont

Hi everyone,

I've been trying to set up a very typical system with an 18kpv with some batteries along with a generator for last resort power for a few months now but keep hitting a brick wall with the local power company and haven't made a lot of progress with the Vermont PUC either. This is getting a bit frustrating to say the least.

The issue is that Vermont charges for each kWh generated by the panels so the local power company keep telling me that I need an inverter in between the panels themselves and the 18kpv so they can measure that before converting it back into dc to charge the batteries.

I know there are setups where this can be done with a GridBoss but I'm trying to avoid spending that money since, apart from this, the GridBoss would not be useful in my setup at all. My grid tie, generator, 18kpv, etc., are about 200' from the house so unless I want to run a whole extra set of power lines to the house, the GridBoss would just be an extra expense.

Has anyone here successfully managed to set up a net metering system in Vermont. If so, please let me know how you did it.

I'm not familiar with the regulations in Vermont, but I've got a couple possible "creative" ideas. 

How are you planning on charging your battery? If you charge the battery only from solar, not from the grid, then all the energy flowing out of your 18kPV to either the house loads or the grid will be "solar energy", possibly minus round-trip battery losses, so can they just use that as their "solar" meter? Alternatively, if you set up your 18kPV to never export from the battery, then any power you export to the grid comes from solar, and if there's more solar power that you were using yourself, it's none of their damn business. 

Also, I'm confused about what you mean about needing to run an extra set of power lines to install a grid boss. Can't you just put the grid boss in the same place as the utility service, inverter, solar, and generator, 200 feet from your house? The cost difference between an 18kPV vs a FlexBoss18 + GridBoss is only about $300.
