Need a fix for EG4 18KPv and Indoor wall mount battery system not discharging when 100%

I have a 3 Phase system setup with 3X 18KPv Hybrid inverters and 6 wall mount indoor EG4 batteries connected to bus bars. The issue I'm having, is currently when my batteries are 100% charged they do not start to discharge at 5 pm as scheduled, when they are not 100% charged they will automatically discharge when the force discharge time happens which is 5 pm. in the past the system just decides to discharge when it wants to, and tonight it hasn't. Its really frustrating when the set it and forget system is doing what its supposed to... Im sure there is a setting that I have missed but I can't figure it out. 

Is there anyone out there that can help me figure this multi thousand dollar mistake out?

It sounds like an issue with the settings, but I'd be happy to take a look at them for you if you have the inverters online.

It would be great if you could take a look. They are online. From what i have figured out so far I have to disable Off Grid mode after 5 pm and turn it back on and it starts to discharge.

What is the station name or inverter's serial number?

The systems is currently running and doing what it needs to do, but if you can take a look and see if there are any minor tweaks to make it run more efficient that would be great.

It is a 3 Phase setup and it is also setup to operate with a grid tied solar array using Enphase IQ7 micro invertors.
