Frequent high cell voltage on new installation

I have a new solar installation and, when the batteries are fully charged, am receiving frequent High Cell Voltage warnings from the batteries. Looking at the display on the batteries, the high cell voltages only appear on battery 1 at around 3.61V.

I've tried numerous things but have been unable to resolve the issue.\\

My installation consists of:

- six 36v 400w Solar panels configured 3 parallel 2 series for 108v to the Victron MPPT 150/100 charge controller
- two EG4 LL 24v 200 Ah lithium ion batteries connected in parallel connected the the Cerbo GX via CAN bus cable
- Victron Cerbo GX
- Victron SmartShunt 500A/50mV IP6
- Victron LYNX Distributor M10 bus bar.
- Victron MPPT 150/100 charge controller
- Victron MULTIPLUSII 24/3000/70-50 2x120V

Battery monitor is configured for EG$-LL on CAN-bus

DVCC is enabled
Limit Charge Current is enabled with a Max charge current of 15A
Limit managed Batter charge voltage is enabled with a Max charge voltage of 28.0V

SmartShunt battery settings show:
- Tail current 2.00%
- Charged detection time 3m
- Peukert exponent 1.05
- Charge efficiency factor 99%
- Current threshold 0.10A
- Time-to-go averaging period 3m

Charge controller settings:
- Max charge current 98%
- BMS Controlled - yes
- Charge voltages are overridden by BMS but are set at Absorption 28.0V, Float 27.0V, Equalization disabled
