I can't get two batteries to charge evenly - balanced.

I have two EG4 rack batteries with 4 DIP switches, connected to a 6500EX-48 Inverter.

I've been battling this setup from day one. (not hardcore - more of a hobby)  Anyways, I can run one battery fine, but when I add a second battery, I have the issue.  I don't have a charger, nor do I have AC power hooked to the inverter  (off-grid).  Tied to 4- 450ish watt panels.  Right when I turn on the system, one of the batteries says charging and the other says discharging.  See photos.  Any help would be greatly appreciated.  I believe I have the switches set right and the cabling in the correct order.

How many batteries do you have in total? 

Also, how do you have the batteries connected? Are you using bus bars?
