Just want to confirm, did you have the backup loads breaker on?
@eabowden
Do you have power backup enabled on the inverter settings and also had the breaker on for the backup loads?
It would have to look like this.

@Eric Yes, backup loads breaker is/was on. I'm not sure if you saw my most recent post. Power is being supplied to the backup loads on both grid and battery power; the only issue now seems to be that the generator is signalled to turn on every time the grid goes out instead of only when dictated by SOC.
To update this:
The homeowner experienced a power outage yesterday (about 5 days after most recent troubleshooting trip) and the system worked exactly as designed. When grid was cut, it transitioned to battery power without the generator starting up. I tweaked the generator SOC settings, and it charged the battery and turned itself off as programmed several times without issue.
My Signature Solar rep speculated that the system had to reset after the initial firmware updates; to the best of my knowledge it was not given a hard reset. Another point of speculation is that the batteries were in charge mode and repeatedly signaling the generator to start; this is possible, but not consistent with system behavior while on generator power.
My takeaways are that we will be updating firmware and programming these systems before taking them out into the field to install, so at the very least they have the opportunity to have a hard reset before then. I will update with any new information that's relevant.
